Doesn't seem one dimensional to me. Revenge he seeks it but it seemed like he cared about his friend. Also brought insight on how callous science work i's in this universe.
...Probably... not for either of them. I think it's not certain, but they might keep their mutations. I doubt physical changes go away?
Like a guy with wings, he might keep the wings forever, but maybe his superhuman abilities weaken and he doesn't have the physical strength to fly. Thunderpunch might sill be above human strength, but far weaker. Annie might still have energy powers, but they'd be more like at the beginning of the story.
Thunderpunch and Annie might revert physically if they have their powers taken away artificially. The serums designed for that may have versions to reverse mutations, or it might happen randomly.
(There is a loophole for Annie and Tabitha though. If they can heal each other, they might also be "healing" any aging. If they aren't aging, they won't ever lose their powers- unless one of the dies, or they intentionally let themselves age out of having powers.)
