Actually this is the big old guy who trains Annie and Tabitha here, he has gray hair with a beard and a ponytail in the present. (and his granddaughter has been stealing things.) It was briefly mentioned he had powers in the past, but it's never explained much more than that.
Nigel Robbins is the one who gave Annie the files, this here is his wife- mother of Mira and Arim (the cyborg twins). She's pregnant with them here (so they must be 24ish?). Also based on her earrings, each of the two of them wear one of her earrings. Nigel likely had a power too, probably related to his (now missing) eye.
